Critical pre Service Pack - набор, содержащий только критические фиксы, непубличных почти нет. После инсталляции данного пакета обновлений на установленную систему Microsoft Update попросит из критических только средство для проверки валидности системы.

Так как целью данного набора была минимизация количества установленных фиксов и при этом соответствие безопасности с версии 9.9.16 в набор включен IE8 Russian со своими фиксами.
